fa مؤلفه‌های مؤثر بر حفاظت بافت تاریخی <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:IRANsans;">از مفاد منشورهای بین<span dir="LTR">‌</span>المللی حفاظت این گونه برمی‌آید که کاربرد واژه حفاظت در امور مرتبط با بافت تاریخی از این باب صورت می‌پذیرد که این بافت‌های زیستی در عین داشتن ارزش‌های پذیرفته و بنیادین دارای شرایط محیطی مناسب نبوده و خطراتی جدی آنها را تهدید می‌کند. نوشتار پیش رو به‌دنبال&rlm;&rlm;&rlm; آن است که در نگاهی راهبردی و در روشی زمینه‌ای مؤلفه‌های مؤثر بر حفاظت این بافت‌های زیستی را تبیین و تفسیر کند. اگر حفاظت از بافت‌های تاریخی می‌خواهد به صورت جامع و استوار بر اصول و ارزش‌های بافت تاریخی شکل بگیرد و پایدار بماند نیازمند در<span dir="LTR">‌</span>نظر<span dir="LTR">‌</span>گرفتن دو مؤلفه اقتصاد سیاسی فضا و تفاهم و توافق اجتماعی در امر حفاظت است. برنامه‌ریزی راهبردی برای مدیریت و کنترل این دو مؤلفه مبتنی بر تجزیه<span dir="LTR">‌</span>و<span dir="LTR">‌</span>تحلیل قوت و ضعف عوامل درونی بافت و ارزیابی فرصت و تهدید عوامل بیرونی بافت با تأکید بر اولویت<span dir="LTR">‌</span>بندی و حفاظت از ارزش‌های برجسته راهبرد توصیه<span dir="LTR">‌</span>شده در این نوشتار است.<br> هرچند نوسازی‌هایِ بی‌ارزش متأثر از عامل اقتصاد سیاسی فضا در بافت‌های تاریخی &laquo;ضدیت بیشتری با ارزش‌ها&raquo; دارد، فقدان تفاهم بر ارزش‌های برجسته بافت‌های تاریخی و کمبود توافقات قانونی در این زمینه در &laquo;کثرت نوسازی‌های بی‌ارزش&raquo; در بافت‌های تاریخی نقش چشمگیرتری دارد. نوسازی‌هایی که از منظر ارتفاع، سطوح اشغال و تراکم در تضاد جدی با شکل و الگوی ارزشمند بافت‌های تاریخی شکل گرفته و می‌گیرد عموما با بهره‌گرفتن از قدرت اقتصاد سیاسی فضا ایجاد شده و می‌شود. با این حال تعداد واحدهای ساختمانی ضد<span dir="LTR">‌</span>ارزش ایجاد<span dir="LTR">‌</span>شده متأثر از این عامل در این بافت‌های تاریخی میزان کمتری از تعداد ساختمان‌های بی<span dir="LTR">‌</span>ارزشی دارند که به دلیل ناآگاهی طراحان، بهره‌برداران و مجریان قانون از ارزش‌های بافت تاریخی شکل گرفته و می‌گیرد.</span></span></div> <p style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:Times New Roman;">The provisions of the international conservation charter make it clear that the use of the term conservation in historical fabrics relates to the fact that such biological textures, while having accepted and fundamental values, have no suitable environmental conditions and are threatened with serious risks. The present paper tried to explain and interpret the components that are effective in protecting these biological textures in a strategic manner using a field method. The results showed that if conservation of historical textiles is to form comprehensively based on the principles and values of the historical context and to remain stable, it is necessary to consider the two components of political economy of space, and social consensus on the conservation issue. Strategic planning for the management and control of these two components is based on the analysis of the strength and weakness of internal factors of the texture, and the assessment of the opportunity and threat of external factors of the texture, with an emphasis on prioritizing and protecting the prominent values of the strategy recommended in this paper. The results of the contextual conservations of this paper can be construed that although the valueless modernizations influenced by the political economy of space in historical textures are in &quot;greater opposition to values,&quot; the lack of understanding of the outstanding values of historical textures and the lack of legal agreements play a more dramatic role in the &quot;plurality of worthless renovations&quot; in historical textures; renovations that take place in sharp contrast with shape and pattern of historical textures from the point of view of altitude, occupation levels&nbsp; and density, are generally taking advantage of the strength of the space&rsquo;s political economy<strong><span dir="RTL">.</span></strong> However, the number of anti-value building units affected by this factor in these historical textures are less than the number of valueless buildings that were formed due to the ignorance of designers, operators and law enforcers from historical textures&rsquo; values.</span></span></p> بافت تاریخی, حفاظت, اقتصاد سیاسی فضا, تفاهم و توافق اجتماعی.
